505.03 IMPOUNDING AND DISPOSITION.
   (a)    The Director of Public Service and Safety or their designee shall direct the necessary personnel from the Safety Department to seize and impound any dog or cat found running at large. The animal shall be either taken directly to the Hamilton County SPCA or taken to the Village animal shelter. Upon impounding, the Safety Department shall contact the Hamilton County SPCA to pick up the impounded animal. If the owner of the impounded animal is known, the owner shall be immediately given notice that the animal has been impounded and is in the custody and care of the Hamilton County SPCA.
   (b)    The Director of Public Service and Safety shall provide nets and humane traps suitable for the taking of dogs and cats in a humane manner, provide for suitable shelter, food and care for the impounded animal until it is delivered to or picked up by the Hamilton County SPCA.
   (c)    Any costs imposed by the SPCA for the care and supervision of the animal during its impoundment shall be the responsibility of the owner.
   (d)    No person shall obstruct or interfere with any personnel of the Village who has been authorized to impound an animal running at large, whether such animal is licensed or unlicensed.
   (e)    Whoever violates any provision of this chapter is guilty of a minor misdemeanor. A second or subsequent violation of this chapter is a misdemeanor of the fourth degree.
