The funds collected under the provisions of this chapter shall be placed in the Swimming Pool Fund and shall be applied for the following purposes and in the following order:
(a) Such part thereof as shall be necessary to defray all costs of operating the pools;
(b) Such part thereof, to be determined later, as shall be necessary for major repairs, replacements and maintenance; and
(c) The balance of the funds collected shall be transferred from time to time, at the discretion of Council, to the General Fund.
