901.05 TRENCHING; BACKFILLING; TUNNELING.
   (a)    The length, width and location of the trench, and the manner in which the work is done shall be under the control of the Public Service Department. Every precaution shall be taken to safeguard the work and to inconvenience the public as little as possible.

   (b)    The permittee shall carefully remove the paving material and base course. The excavated material, unless otherwise decreed, shall be hauled away as waste material. At no time during excavation shall this material be piled so as to obstruct gutters or drains. Every precaution shall be taken to safeguard the work and to inconvenience the public as little as possible.
   (c)    Trenches must be properly sheeted and braced where necessary, to prevent caving, slipping or cracking of sides. Sheeting and bracing used to support the sides of the trench shall be carefully removed as the backfilling of the trench progresses, but if considered necessary by the Director of Public Service and Safety, for the protection of the banks, the sheeting and bracing shall be left in the trench.
   (d)    Where, in excavating the trench or laying pipe and appurtenances, the pavement along the sides of the trench is or becomes undermined and unsupported, the permittee shall at his own cost and expense, break down and remove the pavement and the foundation of the same, remove all loose earth and replace the same with earth properly rammed.
   (e)    Tunneling is often necessary where a pipe or conduit passes under the curb or other conduits. The permittee, however, shall not do any tunneling, except by permission of the Director of Public Service and Safety. Where tunneling has been done for convenience to the permittee on account of traffic reasons, the permittee shall, before backfilling, remove the pavement base and all material over the full length and width of the tunneled section of the trench and then backfill the same, as hereinafter specified. Where the tunneling has been done for either of the reasons mentioned, the permittee shall bed the conduit being installed in fine material to a height of one foot above the top thereof. This fine material shall be wetted and tamped under, around and over the pipe or conduit in the most thorough and careful manner. The balance of the space from the top of this filling to the roof of the tunnel shall be completely filled with 1-4-8 concrete, thoroughly tamped to fill the entire space and to afford a rigid support for the tunnel roof for its entire area., The filling concrete shall be of the proper consistency for tamping into place.
   (f)    In the installation of small service pipes, it is suggested that the pipe be jacked through and under car tracks, curbs, etc. or that a sufficient hole be bored for the pipe. In such cases, no charge will be made for resurfacing the street over services so installed.
   (g)    Whenever culverts, sewers, manholes, valve chambers, catch basin connections, water mains, gas pipe or electric conduits or the house connections thereto, are exposed in excavating or cross the trench, they must be taken care of by the permittee, by firmly supporting the same at his own expense until the trench is refilled and made secure.
   (h)    Whenever the trench crosses under any railroad track, notice must be previously given by the permittee to the corporation owning the track and a reasonable time must be given by the corporation to support and maintain the tracks for the running of cars over the trench. Any cost of supporting and maintaining the tracks shall be paid by the permittee. No obstructions of any kind shall be placed upon the tracks.
   (i)    The permittee shall use all proper precautions to protect persons from injury. Proper guards shall be placed along the line of the trench and sufficient red lights placed to protect traffic from damage. (A.O.; Ord. 24-2019. Passed 12-17-19.)
