(a) The applicant shall make a cash deposit of six dollars ($6.00) per square foot of excavation. The minimum deposit is fifty dollars ($50.00). Such deposit shall be returned to the applicant, upon written request, provided the final restoration of the pavement is to the complete satisfaction of the Director of Public Service and Safety or his representative. Noncompliance with the rules and procedures of street excavation restoration could result in the forfeiture of the deposit.
(b) The applicant may open a running account by making a suitable initial deposit to be replenished from time to time. In such cases, when a permit is desired, there must be an unencumbered balance equal to the estimated restoration charge.
