To apply for a license in the Village, the telecommunications provider shall inform the Village in writing that it wishes to open negotiations to apply for a license in St. Bernard. The parties shall commence negotiations within sixty days after the receipt of this letter and if negotiations are successful an agreement shall be put into place and voted upon by the Council.
