If the involved telecommunication system as described in the definitions of this chapter provides video services to the residents of the Village, such telecommunications entity shall undergo negotiations with the Village to provide access services as provided by the Inter community Cable Regulatory Commission to the Village. Said licensing fees collected by the Village shall be paid to the ICRC in the same manner as cable television franchise fees are paid, that is, forty percent (40%) of said licensing fees collected by the Village shall be paid to the ICRC. Any provider of video signals under this chapter in the Village agrees to carry the entire access programming lineup utilized by cable televisions in the Village produced by the ICRC in the Village. This specifically excludes cable television or other video providers who are franchiseable under federal law.
