(a) Notice of Violation. The Director of Public Service and Safety shall annually inspect every outdoor advertising sign to determine compliance with law. If a sign is found to be in violation of this chapter, the Director shall send a Notice of Violation to the holder of the outdoor advertising sign permit, and to the owner of the real property on which the sign is located, and shall post a copy of the Notice on the sign or its supporting structure.
(b) Hearing. Any person denied a permit or who contests a Notice of Violation may request a hearing before the Director of Public Service and Safety, the Law Director, or their designated representatives. The request shall be in writing and filed with the Board within thirty days of the original denial of permit or Notice of Violation determination. The hearing shall be open to the public and shall be informal, but all testimony shall be sworn. The Village shall issue a final determination within 30 days of the close of the hearing.
(c) Penalties. Whoever violates any provision of this chapter shall be fined not more than one thousand dollars ($1,000). A separate offense may be deemed committed each day during or on which a violation occurs or continues.
