(a) All outdoor advertising signs in violation of the provision of this chapter are declared to nonconforming signs.
(b) All nonconforming signs which are lawfully in compliance with the applicable regulations of the Village and lawfully maintained prior to the effective date of this chapter but which fail to conform to all applicable standards, restrictions, and regulations of this chapter, as amended, shall otherwise be permitted to remain.
(c) All permits and approvals issued by the Village of St. Bernard for the erection and maintenance of existing outdoor advertising signs along I-75 shall be deemed to have been validly issued and given, notwithstanding any Village ordinances relating to required setback of outdoor advertising signs along I-75 or prohibiting freestanding outdoor advertising signs, or any other Village ordinances, to the contrary.
(d) A non-conforming outdoor advertising sign, including its structure, may receive normal maintenance as defined above and may have face changes. If the size of the existing sign face or size of the overall structure is increased; the structure is relocated; the structure is replaced; or the structure is damaged to an extent greater than fifty-one percent (51%) of its estimated replacement value (unless damage was caused by vandalism, an act of God, an automobile or similar accident) then said sign shall be ordered removed by the Zoning Inspector.
(e) A non-conforming sign may be sold, leased, or otherwise transferred without affecting its status, provided the sign continues to comply for all other applicable requirements of this chapter.
