(a) Zoning Certificate Required. Unless expressly exempted, no outdoor advertising sign shall be erected, constructed, permanently enlarged, expanded, materially altered, relocated or reconstructed unless a signed zoning certificate evidencing the compliance of said sign with the provisions of this chapter shall have first been issued by the Zoning Inspector.
(b) Exemptions. Normal maintenance and face changes shall be exempt from the provisions of this chapter and shall not require a zoning certificate. Normal maintenance includes, and is limited to, the following:
(1) In kind replacement or repair of wood, metal, and other structural components with a like component.
(2) Cleaning, painting or repainting of supports and frames.
(3) The changing of an advertising message.
(4) The replacement of lamps, ballasts, and electrical components.
