711.02 DEFINITIONS.
   (a)   “Outdoor Advertising Sign” means any outdoor sign, display, device, figure, painting, drawing, message, placard, poster, billboard, or any other contrivance designed, intended, or used to advertise or to give information in the nature of advertising, or any part thereof, the advertising or informative contents of which are visible from the main traveled way of any highway on the Interstate system or primary system in this Village, except:
      (1)   Signs primarily intended to promote the sale of goods, products, services, or events on the same premises as the sign; provided, however, "outdoor advertising sign" shall include any sign promoting the sale of goods, products, or services on the same premises as the sign but which are primarily intended to promote sale off premises.
      (2)   Directional or traffic control signs posted by a public authority.
      (3)   Signs advertising the sale or lease of property on which they are located.
      (4)   Public service signs which disclose information such as time or weather, provided such signs are not used to advertise or promote goods, products, services, or events.
   (b)   “Billboard, Bulletin” means a standardized off-site advertising sign with a face area not exceeding 672 sq. ft. (14 ft. x 48 ft.).
   (c)   “Billboard, Junior Poster Panel” means a standardized off-site advertising sign with a face area not exceeding 72 sq. ft. (6 ft. x 12 ft.). Also called a Eight-Sheet poster.
   (d)   “Billboard, Poster Panel” means a standardized off-site advertising sign with a face area not exceeding 300 sq. ft. (12 ft. x 25 ft.). Also called a 30-sheet poster.
   (e)   “Billboard Cut-Out” means a treatment employed to enhance the quality of a sign by removal, deletion, or omission of any portion of the sign.
   (f)   “Extension” means a treatment which adds to a sign face area or a projection from a sign face area.
   (g)   “Erect” means to construct or allow to be constructed, but shall not include any activities incidental to the normal change of an advertising message or the normal maintenance of a sign or sign structure.
   (h)   “Face Change” means the removal or replacement of an existing surface display panel where the remaining structural frame is not changed. The changing of the copy, poster or vinyl on billboards is not considered a face change.
   (i)   “Highway” means that portion of the state highway system located within the Village of St. Bernard. This includes, but is not limited to, the state highway known as the Norwood Lateral or State Route 562.
   (j)   “Interstate” means that portion of the interstate system, the national highway system, located within the Village, as designated by the director of transportation and approved by the Secretary of Transportation of the United States, pursuant to 23 U.S.C.A. 103, amended. This includes the interstate system known as the Millcreek Expressway or Interstate 75.
   (k)   “Maintenance” means the cleaning, repainting, repair, or in-kind replacement of components of a sign in a manner that does not alter the basic design or structure of the sign.
   (l)   “Multiple Message Advertising Device” means an advertising device whose sign face either partially or wholly changes by rotating vertical slats or other electronic process or remote control.
   (m)   “Variable Message Sign” means a sign whose message is partially changed by electronic process or remote control, including, but not limited to, rotating cubes, rotating triangular slats, messages changed by turning lights on and off, remote numeric displays, scrolling messages, glow cubes, light emitting diodes, cathode ray tubes and fluorescent discharge or other similar technology.
