The Village of St. Bernard intends and desires this Chapter, regulating outdoor advertising signs, to be enforced to achieve the following purposes:
(a) Protect the safety and general welfare of the public who travel Interstate 75 within St. Bernard by reducing the distractions to motorists and thus reducing traffic and safety hazards;
(b) Protect the safety and general welfare of the public by decreasing the excessive number of accidents, injuries, and deaths occurring on the Interstate system and primary highway within the Village of St. Bernard;
(c) Reduce the risk of injury to the St. Bernard police department and fire department personnel responding to traffic accidents;
(d) Improve the housing and residential property within St. Bernard while increasing property values and increasing the interest of individuals to live within St. Bernard by regulating outdoor advertising signs which are visible from residential properties;
(e) Reduce the potential for visual blight, both in residential as well as industrial properties.
