(a) No person not duly authorized shall turn on or cause the water to flow from any hydrant, valve, plug or other fixture of the Municipal water supply.
(b) No person shall place any building material or any other obstruction whatever within eighteen feet of the center cap of any public cistern, public hydrant or fire plug.

(c) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
