Inspectors of the Board of Health shall have access at all reasonable times to buildings and premises for the purpose of inspecting the same with reference to rat harborage, rat access conditions and the need for ratproofing. No person shall refuse permission for inspection by a lawfully authorized inspector or otherwise interfere with the inspection.
