539.02 SPECIFICATIONS FOR RATPROOFING OF PREMISES.
   The Board of Health is authorized to approve suitable specifications for the ratproofing of improved real estate premises including all the appurtenances thereof. When the specifications have been approved, the Board may enact regulations requiring compliance with the specifications. No building plans shall be approved by the Building Commissioner unless the plans or the specifications therefor provide for compliance with the regulations and specifications of the Board of Health. No building permit fee shall be charged for the ratproofing of premises, where no other construction, reconstruction or repair is involved. The inspection of ratproofing shall be under the direction of the Board of Health, provided that where it is a part of a building construction, reconstruction or repair, inspection may be made by the Building Commissioner.
