523.01 DEFINITIONS.
   As used in this chapter:
   (a)   “Junk” means discarded articles of all kind which reasonably appears to be discarded or of no intrinsic value. This includes but is not limited to old or scrap copper, brass, rope, rags, trash, waste, batteries, paper, rubber, iron, steel, other old or scrap ferrous or nonferrous materials, any worn-out, castoff or discarded article of material which is ready for destruction or has been collected or stored for salvage or conversion to some other use, or junked, dismantled, or wrecked automobiles or parts thereof.
   (b)   “Garbage” means any refuse, rubbish or debris which reasonably includes appears to be discarded or of no intrinsic value. This includes but is not limited to any dead or cut vegetation, broken bits of stone, wood, glass, wire, chips, shavings, bottles, broken glass or rags.
   (c)   “Junk motor vehicle” means any motor vehicle which meets any three of the following requirements:
      (1)   Is three years old or older;
      (2)   Is extensively damaged, such damage including but not limited to any of the following; missing wheels, tires, motor or transmission;
      (3)   Does not comply with all safety laws and equipment provisions for motor vehicles as found in Ohio R.C. Chapter 4513;

      (4)   Has a fair market value of one thousand five hundred dollars ($1,500) or less; or

      (5)   Is apparently an inoperable vehicle.
   (d)   “Inoperable vehicle” means any motor vehicle which meets one of the following requirements:
      (1)   It does not display a valid license plate and is in either wrecked, partially wrecked, dismantled, partially dismantled, or discarded condition, or is incapable of being driven; or
      (2)   It is wrecked, partially wrecked, dismantled, partially dismantled, discarded or is incapable of being driven and has remained in such condition for a continuous period for fourteen days; or
      (3)   It is any vehicle missing wheels, tires, windshield, motor, or transmission or which has been so damaged as to appear not safely operable; or
      (4)   Any vehicle that remains parked in one location for more than thirty days shall be presumed to be inoperable.
