521.11 OBSTRUCTING GUTTERS.

(a) No person shall obstruct any gutter so as to impede the passage of water flowing in the gutter in any alley, street or other thoroughfare in the Village.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
