(a) It shall be the duty of the owner of each and every apartment complex in the Village containing more than four apartments to keep the parking lots on such apartment premises free and clear of snow and ice, and to remove all snow and ice accumulated thereon within a reasonable time, which will ordinarily not exceed twenty-four hours after the abatement of any storm during which the snow and ice may have accumulated.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
