(a) There shall be established the Environmental Pollution Control Fund to be used by the Fire Chief or his designated representative to establish or document any violation of this Code.
(b) This Fund shall also be available for the purpose of meeting any and all expenses incurred as the result of providing continuing emergency services, and rendering care, assistance and aid to the residents of St. Bernard during an environmental emergency or disaster, and for the investigations of releases and threats of releases and other matters of environmental concern, including nuisances.
(c) There shall be adequate funds appropriated to the Environmental Pollution Control Fund for the enforcement of this Code.
