(a) The Fire Chief, or his designee, is responsible for primary coordination of the on- scene activities of all agencies of the State, the United States Government, and polticial subdivisions that are responding to the emergency situation until the Chief relinquishes that responsibility to a representative of one of the responding public agencies and so notifies that representative.
(b) The Fire Chief has established the Chemical Awareness Emergency Response (CAER) system to respond to an environmental emergency situation. The planning and mutual aid agreements of the CAER Program are hereby incorporated by reference as if set out at length herein.
