515.03 NUISANCES DECLARED AND PROHIBITED.
    (a)   The presence in the ambient air of any solid, liquid or gas odorous substances in any combination thereof in sufficient quantity and of such characteristics and duration as to cause injury, detriment, annoyance or nuisance to the general public or to endanger the health, safety and welfare of the public, or which interferes with the comfortable enjoyment of life and property, is declared to be a nuisance and is hereby prohibited.
   (b)   The placement or discharge of any noxious, toxic or other deleterious substance into any waters of the Village, or upon the banks thereof, which may affect the properties of such waters in a manner which renders such waters harmful to the public health, safety and welfare, to animal or aquatic life and for industrial agricultural or recreational purposes, is declared to be a nuisance and is hereby prohibited.
   (c)   The presence, placement, burial or discharge of any noxious, toxic or other deleterious substances upon or within the land of sufficient quantity and in such a manner as to cause or threaten injury to the public health, safety and welfare, plant or animal life, or to interfere with the comfortable enjoyment of land or property is declared to be a nuisance and is hereby prohibited.
