(a) This chapter shall be designated the Environmental Pollution Control Code of the Codified Ordinances.
(b) The purpose of this Code is to promote a cleaner outdoor environment, to protect the public safety, health and general welfare of the Village of St. Bernard and to enable the Village to adopt and maintain a program for the investigation, prevention, control and abatement of environmental pollution that is consistent with the laws of the United States and the State of Ohio.
(c) If any clause, provision or section of this Code shall be declared unconstitutional or void, such clause, provision or section shall be excluded from the provisions of this Code, but the remainder of this Code shall remain in force, Council hereby declaring that it would have passed the remaining sections of this Code notwithstanding such invalidity.
