27-2-7 DISCHARGE OF FIREARMS OR BOW AND ARROW.
   (A)   It shall be unlawful to discharge any firearm, bow and arrow, or air gun in the City, unless said activity occurs on an agricultural zoned parcel, or contiguous and commonly owned parcels of agriculturally zoned land, of five (5) acres or greater in size.
   (B)   The restrictions in this Section shall not apply to or affect any of the following:
         (1)   Commercial facilities. No provision in this article shall interfere with the operation of licensed commercial rifle or pistol ranges, skeet or trapshooting facilities, or "meat shoots" conducted by not-for-profit civic organizations, when said are conducted in compliance with this chapter.
         (2)   Miscellaneous exceptions. None of the provisions of this chapter shall apply to law enforcement officers or members of the armed forces acting in the line of duty; to the shooting or killing of any dangerous or destructive animal or reptile when necessary to protect life or property; to the taking of birds or animals pursuant to a lawfully-issued federal permit; to the use of firearms for defense of person or property; or the use of firearms pursuant to lawful directions of law enforcement officers.
   (C)   Definitions. For purposes of this chapter, the following terms, phrases, words, and their derivations shall have the meanings set forth in this section, unless the context clearly indicates that another meaning is intended. When not inconsistent with the context, words used in the present tense include the future, words used in the plural number include the singular number, and words used in the singular number include the plural number.
         (1)   A "meat shoot" is any shooting match or contest in which powder burning shot guns or rifles are used and prizes are awarded for marksrnanship in which the general public is invited to participate.
   (D)   Permit.
         (1)   Prior to the operation of any "meat shoot" in the City, a permit must be first acquired from the City and the required fee paid,
         (2)   A license is good for ninety (90) days from the date of issuance and expires at 12:00 noon on the final day.
         (3)   A license shall be issued by the City only after a written application shall be completed and filed with the City stating the name, age and address of the applicant and whether or not the applicant has ever been convicted of a felony. No license shall be issued to a minor or to a person who has been convicted of a felony. The application shall also be accompanied by proof of liability insurance for the premises of the meat shoot with minimum coverage limits of one million dollars/one million dollars ($1,000,000.00/$1,000.000.00)
   (E)   Restrictions.  No “meat shoot" shall be conducted outside of a permanent building that is: either within one hundred (100) feet of any public road or highway, or within one thousand (1,000) feet of any residence if, other than that owned or occupied by the licensee.   (Ord.
