(A) Limited contractors, roofers, concrete/masonry contractors, asphalt/chip sealing contractors, sign contractors, fencing contractors, handyman, lawn sprinkler/landscaping/snow removal contractors, and excavators shall be registered the same as general contractors. Limited contractors are required to carry and provide proof of liability insurance as described in § 112.04. Any person mowing lawns who is eighteen (18) years or younger, does not need a limited contractor’s registration.
(B) It shall be unlawful for any person to erect, construct, install, enlarge, repair, move, improve, remove, convert, demolish do plumbing, mechanical or electrical work in or on any building or structure by the Town unless being registered for the particular contracting category under the provisions of this chapter.
(C) An owner, including landlords, without being required to be registered pursuant to this chapter, may be granted building permits to construct, install, enlarge, alter, repair, move, improve, convert, demolish, do plumbing or mechanical work in, on or for a single or multifamily dwelling with a private garage and private accessory building all on the same premises. No owner shall be granted more than one permit in any two-year period for the construction of a single-family dwelling. Where the owner is granted such permit, all elements shall be inspected and shall comply fully with the current building codes as herein adopted. Any subcontractor used by the owner shall be registered.

(E) Building permits for construction projects are required to be obtained and paid for prior to work being started. The registered contractor shall obtain the permit unless the homeowner is performing his own work. The registrant with his signature shall acknowledge that they will comply with all current codes, including building, electrical, plumbing, mechanical, fire, and other construction codes, and this Code, secure building permits, maintain on site an approved set of building plans and call for inspections as required by this Code. Failure to call for inspections may result in revocation of the Town contractor's registration. A permit checklist, if issued, must be displayed in viable area during construction.
