§ 154.223 GENERAL REQUIREMENTS.
   In order to qualify for consideration as a Planned Development Zone - Residential and Mixed Use, the following minimum requirements shall be met.
   (A)   Siting requirements.
      (1)   Lot configuration. The tract(s) of land for which the project is proposed shall be a common site with sufficient width and depth to accommodate the proposed use.
      (2)   The site shall have access to an arterial road. The site shall have access to community water and sewer or be able to provide these services on site.
   (B)   Project requirements.
      (1)   The proposal must constitute a residential or mixed-use development. For purposes of this section, a residential development is a project that promotes more efficient use of space and infrastructure, encourages a variety of residential dwelling types and lot sizes; and a mixed-use development is a single unified development that incorporates the planned integration of commercial and residential land uses. Developments shall relate harmoniously to the topography of the area and suitable provisions must be made to retain such natural features and amenities to the fullest extent possible.
      (2)   The uses in a planned residential development and a planned mixed-use development shall fit harmoniously with adjacent zones.
      (3)   The uses shall be consistent with those in the community overlay to minimize incompatibilities or health and safety concerns.
      (4)   In the case where the development application is accompanied by a request for rezone, the permitted uses in the proposed development shall be the same as those allowed under the new zoning designation if the request for rezoning is approved. Conditional uses within the applicable underlying zoning district may be authorized through the development approval process.
