(A) The purpose of the Planned Development Zone - Residential and Mixed Use is to create unique opportunities for growth in ways that blend a mix of occupational and architectural possibilities and site sizes.
(B) This would promote efficient and symbiotic uses of private property and structures where appropriate, in order to preserve open space for scenic, agricultural and recreational uses.
(C) The efficient use will result in smaller networks of utilities and streets, thereby lowering development costs and provide a maximum choice in the type of environment for working and living available to the public.
