(A) Minimum area of housing unit: the minimum footprint area of a housing unit shall be as follows.
(1) Single-family and two-family residences: 900 square feet each; and
(2) Multi-family apartments (square feet unit).
(a) Efficiency: 400;
(b) One-bedroom: 550;
(c) Two-bedroom: 750; and
(d) More than two bedrooms: add 150 square feet/bedroom to that required for a two-bedroom housing unit.
(B) Dimensional regulations for multi-family residences.
(1) Minimum lot size: 15,000 square feet (#1)
(2) Minimum lot dimensions (#2).
(a) Width: 75 feet. (A)
(b) Depth: 100 feet. (B)
(3) Minimum coverage.
(a) Maximum building area: 50%.
(b) Maximum impervious area: 70%.
(4) Minimum setbacks.
(a) Street side: 20 feet. (C)
(b) Interior side: ten feet. (D)
(c) Rear: 25 feet. (E)
(5) Setback requirements. Setbacks may be reduced when the following conditions are met.
(a) The applicant can demonstrate that a superior design is achieved through the reduced setback. Evidence of a superior design may include, but is not limited to, the preservation of a natural feature, creation of an amenity, creation of additional public open space, or incorporation of special features to meet the needs of the target population;
(b) The reduced setback does not adversely affect the surrounding neighborhood in terms of noise, overcrowding, a decrease in privacy or other similar impacts; and
(c) The impact of the reduced setback is minimized through the presence of features such as landscaping or other means of buffering, a limited number of building openings in the portion of the structure that infringes upon the setback, building orientation, minimized garage door dominance or other similar features.
(5) Setback requirements. Setbacks may be reduced when the following conditions are met.
(a) The applicant can demonstrate that a superior design is achieved through the reduced setback. Evidence of a superior design may include, but is not limited to, the preservation of a natural feature, creation of an amenity, creation of additional public open space, or incorporation of special features to meet the needs of the target population;
(b) The reduced setback does not adversely affect the surrounding neighborhood in terms of noise, overcrowding, a decrease in privacy or other similar impacts; and
(c) The impact of the reduced setback is minimized through the presence of features such as landscaping or other means of buffering, a limited number of building openings in the portion of the structure that infringes upon the setback, building orientation, minimized garage door dominance or other similar features.
(C) Parking requirements.
(1) No on- street parking is allowed. A minimum of two off-street parking spaces shall be provided for each housing unit.
(2) Off-street parking for townhouses shall be in either a single- or double-car garage.
(3) Off-street parking for apartment buildings:
(a) Parking areas shall be located to the rear (alley side) of the building;
(b) Parking areas shall be accessed by a single driveway to the street or alley;
(c) Garage entrances shall face the alley and be accessed by either a driveway to the alley or a single driveway to the street; and
(d) The Board, at its discretion, may reduce the minimum required parking to not less than one and one-half parking spaces per housing unit for apartment buildings and townhouse complexes with seven or more housing units, after consideration of factors including, but not limited to, the present or future availability of transit services, shared parking, pedestrian orientation, and occupancy characteristics. In addition, the Board may further reduce the parking requirement for senior housing complexes.
