The purposes of the MR-1 Zone regulations are:
(A) To reserve appropriately located areas for a mix of one- and two-family residential dwellings that preserves many of the desirable characteristics of the single-family residential zone while permitting higher population densities and provides opportunities for single-family cluster housing developments, thereby allowing a wider variety of housing types;
(B) To minimize traffic congestion;
(C) To avoid the overloading of utilities; and
(D) To provide one- and two-family residential areas that are safe, attractive, quiet and that contain open space and adequate parking. Because of the higher density allowed by this zone, it should be located in areas of low topographic relief and shall have ready access to a county arterial road and nearby public/community facilities.
