(A) Applications from a property owner shall be filed with the Planning and Zoning Board on the specified forms and accompanied by necessary data and information to assure the fullest presentation of the facts.
(B) The data and information should, at a minimum, cover the following points:
(1) Describe any special circumstances that exist for the land for which the rezone is sought;
(2) Describe how strict application of the current zoning regulations for the specified land would deprive the applicant of reasonable use of the land;
(3) Describe how rezoning allows a reasonable use of the land;
(4) Describe how rezoning of the specified property would not be detrimental to the use of the surrounding property nor to the public welfare; and
(5) Describe how rezoning of the property would maintain harmony with all surrounding zoning requirements.
