This is a flat fee to be charged to turn on or turn off a service at the curb stop or in the meter pit at the user's request. This flat fee will be valid, based on the following:
(A) The meter pit and immediate area around the pit shall be readily accessible.
(B) The request must be scheduled during business hours, a day in advance and to the quarter hour.
(C) The work must be performed during business hours.
(D) Any exceptions shall be billed at the on-site service fee rate on a quarter hour basis with a one hour minimum per incident.
