The requirement for schedule A 1 subdivision improvement standards for curbs and gutters within a proposed urban residential subdivision may be waived when the subdivision meets the following criteria:
A. Grade: The subdivision road grade shall not be more than three percent (3%).
B. Floodwater: The design of the subdivision will preclude the flow of floodwater on the roadways.
C. Pavement Border: A pavement border as approved by the public works department. (2006 Code)
