Each new and existing structure used for multiple-family or unrelated person's occupancy shall have installed in each living unit therein an approved fire detection product of combustion system. Such smoke detectors shall be capable of sensing visible or invisible particles of combustion and providing a suitable audible alarm thereof. They shall be installed by January 1, 1979, in the manner hereinafter provided. Failure to install smoke detectors in and where required by such date will subject the property owner to penalties set forth in this article.
