In cases where it reasonably appears that there is immediate danger to the life or safety of any person unless a dangerous and unsafe building, as defined herein, is immediately repaired, vacated or demolished, the Enforcement Agency shall report such facts to Council, and Council shall, in its discretion, cause the immediate repair, vacation or demolition of such dangerous and unsafe building. The cost of such emergency repair, vacating or demolition of such dangerous and unsafe building shall be collected in the same manner as provided in Section 1751.04.
