(a) Defined. Ground display signs as regulated by this article shall include any sign supported by uprights or braces placed in the ground.
(b) Height. Ground display signs shall not exceed thirty feet in height above the ground on which they rest.
(c) Open Space. An open space at least three feet high shall be maintained between the bottom of the sign and the ground; provided, that necessary supports extending through such space and the filling of such space with lattice or slats leaving at least fifty percent (50%) of the space open shall not be prohibited.
(d) Materials of Construction. Ground display signs when more than thirteen feet high shall be constructed of noncombustible materials; provided, that mouldings and cappings may be of wood.
(e) Reflection.
(1) No reflector used to illuminate a ground sign shall project into the line of a street or sidewalk unless such reflector is not less then ten feet above and twelve inches inside the curb line. The use of reflectors in alleys shall not be permitted unless such reflectors are fifteen feet above the surface of the alley.
(2) All reflectors extending into the line of a street or alley shall be equipped with wire mesh guards.
(f) Owner's and Tenant's Responsibility. The owner of any property on which a ground sign is placed and the person maintaining such sign shall be equally responsible for the condition of the area in the vicinity of such sign and shall be required to keep it clean, sanitary and free from noxious or offensive substances.
