(a) Application. Every person desiring to erect, repair, alter, relocate or maintain within the Town any sign or structure regulated by this article shall first obtain an erection permit from the Town Building Inspector. Application for erection permits shall be filed with the Building Inspector at the Town of Star City Business Office on a form to be provided by the Town. Such application shall give the location, size, construction, material of which the sign is to be constructed, method of support, amount and manner of illumination, if any, and the name and address of the person erecting the sign or structure. The applicant and the owner of the property upon which the sign or structure is to be erected shall sign the application with full and complete address for both.
(b) Plans and Specifications. The applicant shall file with the application a copy of the plan and structural drawings of such sign or structure. The applicant shall also file, when requested by the Building Inspector, a copy of the stress sheets and calculations required to enable the Building Inspector to ascertain whether the sign or other structure is designed for dead load and wind pressure in any direction as required by the Building Code or such other regulation as may then be in force, and shall furnish all such other information as may be required by the Building Inspector.
(c) Bond and Fee. With all applications for permits for the erection of any sign or other device under this article there shall be a bond with surety approved by the Mayor, or a public liability insurance policy issued by an insurance company doing business in the State covering the period of construction and maintenance after completion, which bond or insurance policy shall protect against personal injuries and property damages with limits of not less than one million dollars ($1,000,000.00), and shall provide for the matters and requirements contained in Section 1731.17.
(1) The Town shall be named as an additional insured on any such bond or policy of insurance issued hereunder and it shall be indicated on the policy or separate documentation that the Town shall be notified of coverage termination.
(2) The fees provided for elsewhere in this article shall accompany any application made under this article. No application shall be considered until all required fees have been paid.
(d) Building Inspector to Issue or Deny Permit. It shall be the duty of the Building Inspector, upon the filing of an application for an erection permit, to examine such plans and specifications and other data in the premises upon which it is proposed to erect the sign or other structure, and if it appears that the proposed structure is in compliance with all the requirements of this article, and all other laws and ordinances of the Town, the Building Inspector shall then issue the erection permit. If the Building Inspector determines that the proposed structure is not in compliance, the Building Inspector shall deny the permit.
(e) Duration of Permit. Permits issued under this article shall expire on the succeeding June 30. If work authorized by a permit has not been completed within six months after the date of issuance, such permit shall become null and void.
(f) Renewal of Permit. Permits may be renewed for a period of one year upon payment of the annual fee, provided that the owner's public liability insurance is kept in force for the ensuing year. (Passed 11-20-18)
