(a) Every person engaged in the business of erecting, altering, repairing and/or maintaining ground signs, wall signs, projecting signs, roof signs, post signs and any other type of outdoor display sign, or any person erecting, altering, repairing and/or maintaining one of the foregoing signs on his property or his premises, shall apply to the Mayor at the Town of Star City Business Office for registration.
(b) The applicant for registration shall file with the Town of Star City Business Office a certificate of standard form public liability insurance covering personal injuries and property damages with limits of not less than one million dollars ($1,000,000.00) protecting the Town. The Town shall be named as an additional insured on such policy of insurance and it shall also be indicated on the policy or separate documentation that the Town shall be notified of coverage termination.
(c) Upon compliance with the provisions for liability insurance and payment of the registration fee stipulated in this article, the applicant shall be eligible to receive a certificate of registration.
(d) A certificate of registration shall authorize the holder thereof to engage in the business of outdoor advertising from the date of issuance to the succeeding June 30th, providing the holder complies with all other requirements of this article.
(e) Registration may be renewed for a period of one year upon application and payment of the annual fee, provided that the liability insurance policy is kept in force for the ensuing years. Application shall be made for renewal before July 1. Failure to renew any certificate within thirty days after the first day of July shall automatically bar the applicant from the renewal privilege.
(f) If a person changes the name or form of organization under which he operates, such person shall be required to register and pay the required fee as would be required of a new registrant. Nothing in this article shall be construed to permit the transfer of a registration from one registrant to another. (Passed 11-20-18)
