(a) No person except the Town shall engage in or conduct a business of collection or removal and disposal of refuse within the corporate limits of the Town, and all business houses, firms or corporations who do business within the Town and the head of every family unit within the Town shall be required to subscribe to, take and pay for the service provided by the Town Division of Sanitation.
(b) No person shall neglect or refuse to submit to such service and to pay for the same at the rates established by Council for the type of service furnished such person.
(c) Private scavengers, pushcart operato rs and private garbage collectors are hereby prohibited from engaging in the business of transporting or disposing of raw or prepared garbage and refuse containing organic wastes, putrid matter and wastes or excreta subject to putrification. (Passed 6-21-16.)
