(a) Any person residing within or without the corporate limits who is not a subscriber to the water service of the Town water system and who, if he were such a subscriber, could be classified as a general domestic, commercial and industrial user of such water service shall enter into an agreement with the Town, to be approved by Council, which agreement shall fix the charges and the time and method of payment for the sewer fees to be paid by such person for the use of the sewer system of the Town outside the corporate limits thereof.
(b) It appearing to Council that certain of the users of the sewerage and sewage disposal facilities and system of the Town are not residents of or citizens of the Town, but live outside the corporate limits thereof and/or are not subscribers to the water services of the Town water system, but nonetheless it appearing that such persons are users of the essential and special service of sewerage and sewage disposal and of the facilities provided by the Town and that it is proper that each of such users, as users of such service, should pay the same rates, fees and charges as set forth in Section 925.07.
