Any owner, lessee, contractor or any worker who performs any work or labor, or causes, permits or allows the same to be performed in the grading, stripping or cutting of any site within the Town without obtaining a permit therefor or without complying with the soil erosion and siltation control measures set forth in the grading permit, shall be in violation of this article and shall be fined not more than one hundred dollars ($100.00) or imprisoned not more than thirty days, or both.
