Upon filing an application for a grading permit, the applicant shall pay a sum equal to five dollars ($5.00) for each one thousand dollars ($1,000) of the estimated cost of grading as shown on the application, but in any event a minimum fee of five dollars ($5.00) and the payment of such sum shall be prerequisite to the processing of the permit application.
