While it is the intention of the Common Council to make this article as far-reaching and encompassing as possible, Council realizes the practical, day-to-day application of this article cannot be legislated. Therefore, the Common Council charges the appropriate Town officials and custodians of records with the application and interpretation of this article so long as the spirit and intent of this article, and any and all state and federal legislation regarding Freedom of Information, are met. Furthermore, said Town officials and custodians of records are hereby directed to design and implement policies and procedures to fulfill the intent of this article.
