When, in the estimation of the appropriate custodian of records, the total fees for copies, research or assistance in research exceeds twenty-five dollars ($25.00), said total fees shall be paid in advance of commencement of work. Any amounts remaining after completion of work shall be refunded. (Passed 3-13-07.)
