The appropriate custodian of records is authorized and directed to charge the sum of thirty- five cents ($0.35) per page for copies of all records and documents supplied to any person upon request made to the custodian. For purposes of this section, the term copies is understood to mean: the reproduction and delivery of documents by any means.
