102.01 AVAILABILITY OF TOWN BOOKS AND RECORDS; PROTECTION OF BOOKS AND RECORDS.
   (a)   All records, books, maps, documents, other papers and/or digital writings, except those as may be provided otherwise by Federal or State law, this Code or other ordinances enacted to safeguard the security of license tax returns, personnel records and other confidential and proprietary information, shall be open for public inspection during all regular business hours, but none shall be removed from the office of its custodian except pursuant to a valid subpoena duces tecum.
   (b)   No person shall willfully destroy, obliterate, secrete, deface, mark upon, disturb the arrangement of, damage or otherwise tamper with any record, book, map, file, document, other paper and/or digital writings which are maintained on file in any Town office or court.
