Except as may be otherwise expressly provided in the Business and Taxation Code, all annual licenses issued under the Business and Taxation Code shall be for a period of one year beginning on July 1 and ending on the following June 30; provided, that no license for any purpose for any length of time shall be issued for less than two dollars ($2.00).
