741.02 NONISSUANCE TO PERSON IN ARREARS.
   Neither the Recorder nor the Mayor shall issue any permit or license to any person who is in arrears in the payment of money to the Town for taxes, license fees, other fees or any other reason until such arrearages are paid in full.
