(a) It shall be unlawful for any person to violate any provision of this article; and whoever violates any provision of this article shall be fined not more than five hundred dollars ($500.00). A person convicted of a second or subsequent offense under this article, shall be fined not less than three hundred dollars ($300.00) and not more than five hundred dollars ($500.00) for each violation.
(b) All owners, proprietors or managers of any premises regulated by this article shall be responsible for compliance with Sections 714.05, 714.06, 714.07 herein and may be charged for violating same. Furthermore, any owner, proprietor or manager of such a premises who knowingly allows conduct within any such premises, which is a violation of Section 714.04 shall be charged with violating the same.
