(a) The Town Recorder, under the supervision and direction of the Mayor, shall have the custody and care of the books, papers and records of the Municipal Court. The Town Recorder or Deputy shall be present during the session of such Court. The Town Recorder shall receive all fines, penalties and fees of every kind, and keep a full, accurate and detailed account of the same; and shall each week pay into the Town Treasury all monies received for the Town during the day previous, with a detailed account of the same and taking the Treasurer's receipt therefor.
(b) The Town Council shall be furnished a monthly record of Court activity. Record retention shall be in accordance with the State law or, if not provided by law, the State Records Administrator's Guide, "The Municipality Records Manual."
