It shall be unlawful for any person to use any space within a Town conduit and/or underneath the surface of any street, alley, sidewalk, or other public ground within the Town of Star City for the installation, operation, and maintenance of any fiber optic cable, coaxial cable, communication cable, power sources, or other facilities unless such person has entered into a Franchise Agreement with the Town and received permit therefore granted by the Town.
