No permit shall be granted until the applicant therefor, or someone on his behalf, has made a cash deposit or given bond to the Town in such amount as the Mayor deems to be sufficient to cover the cost of all safeguards, the disposal of excavated dirt, etc., and restoration of the construction area to as good condition as it was prior to the construction. This bond shall be in addition to the bond required by Article 909
of this Code.
