941.03 OPPORTUNITY TO BE HEARD/PUBLIC HEARING. 
   No such franchise shall be granted within thirty (30) days after the application and proof of publication has been filed with the Town Recorder, nor until a public hearing has been held before Town Council at which time any person interested in the granting or refusing of such franchise shall have an opportunity to be heard. The issuance of a franchise shall also require the vote and approval of a majority of Council, which vote will take place at a regularly scheduled Council meeting after the public hearing has been held. The Town will issue a franchise upon the vote and approval by a majority of Council that the franchise is in the public interest of the Town to do so. In determining whether a franchise shall be issued, Council shall take into consideration, among other things, any objections arising from the public hearing, the content of the application, the public need for the proposed service, the ability of the applicant to offer safe, adequate and reliable service at a reasonable cost to the subscribers, the suitability of the applicant, the financial responsibility of the applicant, the technical and operational ability of the applicant to perform efficiently the service for which the franchise is requested, and any other matters that the Town considers appropriate in the circumstances.
